Backport two commits from upstream Xen to fix the build for AArch64
with gcc 14.
This repairs the tests.package.test_xen.TestXen runtime test
introduced in [1], which uses an external AArch64 toolchain that has
been upgraded to gcc 14 in [2].

Buildroot is a simple, efficient and easy-to-use tool to generate embedded Linux systems through cross-compilation. The documentation can be found in docs/manual. You can generate a text document with 'make manual-text' and read output/docs/manual/manual.text.
