NL80211_TX_POWER_LIMITED was treated as NL80211_TX_POWER_AUTOMATIC,
which is the opposite of what should happen and can cause nasty
regulatory problems.
if/else converted to a switch without default to make gcc warn
on unhandled enum values.

Assume you have:
- one or more of ext2/3/4 statically built into your kernel
- none of these with extended attributes enabled and
- want to add onother one of ext2/3/4 modular and with
extended attributes enabled
then you currently have to reboot to use it since this results in
CONFIG_FS_MBCACHE=y.
That's not a common issue, but I just ran into it and since there's no
reason to get a built-in mbcache in this case this patch fixes it.

This patch changes m68k to use the new bcd2bin/bin2bcd functions instead
of the obsolete BCD_TO_BIN/BIN_TO_BCD/BCD2BIN/BIN2BCD macros.
It also remove local bcd2bin/bin2bcd implementations
in favor of the global ones.

This patch moves the cris defconfigs to arch/cris/configs/ where they
belong.
As a side effect they can now be used directly through e.g.
make ARCH=cris artpec_3_defconfig
The default defconfig is set through KBUILD_DEFCONFIG.

It looks a bit as if not freeing "fw" in if_cs_prog_real() was done
intentionally, but I'm not seeing why it shouldn't be freed.

While doing some easy cleanups on the sparc code I noticed that the
CONFIG_SUN4 code seems to be worse than the rest - there were some
"I don't know how it should work, but the current code definitely cannot
work." places.
And while I have seen people running Linux on machines like a
SPARCstation 5 a few years ago I don't recall having seen sun4
machines, even less ones running Linux.
