Stafford Horne f12d33f4d8 3c59x: Ensure to apply the expires time 
In commit 5b6490def9 ("3c59x: Use setup_timer()") Amitoj
removed add_timer which sets up the epires timer.  In this patch
the behavior is restore but it uses mod_timer which is a bit more
compact.

Stafford Horne a382c30c66 HID: quirks: Add no_init_reports for AKAI midi controller 
The midi controller times-out while initializing reports, this
causes boot to take an extra 10 seconds. The device descriptor
advertises that it has an internal HID device but seems to not
actually do anything useful.
