Since commit 8a0a9bd4db, this comment in mmap_rnd() does not
hold true as the value returned by get_random_int() will in fact be
different every single call. Remove the comment and simplify the code
back to its original desired form.
This reverts commit a5adc91a4b which is no longer necessary and
also fixes the sparc code that copied this same adjustment.

The whole point of this function is to return a value not touched by
NTP; unfortunately the comment got copied wholesale without adjustment
from the timekeeping_get_ns function above.

No one in their right mind would expect statfs() to not work on a
automounter managed mount point. Fix it.

mounted, and you didn't ask for it to be mounted. But nobody will

This pushes timing and other values into preinitialized read-only data
sections rather than being inlined into the code. None of these
functions are called more than a handful of times, so reducing code size
makes sense.

This ports the timing values over from the old IDE driver into the new
PATA-based one. The comment was lying when it stated the old driver was
not MWDMA capable.
Boot tested on actual hardware using 'libata.force=mwdma2'.

This mirrors a very old commit (3160d5416f, "sis5513: add
->udma_filter method for chipset_family >= ATA_133") to the old sis5513
IDE driver that prevents certain setups from working.
UDMA6 (ATA/133) is not supported on some chipsets and we need to ensure
this mode is not chosen even if a connected drive supports it. Port this
old patch forward to the new PATA driver to ensure UDMA5 is the highest
mode used if that is what is supported.

This is similar to the existing sis_old_port_base() method. We do this
same calculation and logic in multiple places (with one more to come in
a future patch), so extracting it into a method makes sense.

The drive is directly soldered to the controller, so there is no cable at
all. Remove the 40-wire assumption so the drive can operate at max speed.
Before patch:
$ dd if=/dev/sda of=/dev/null bs=2M count=64 iflag=direct
134217728 bytes (134 MB) copied, 5.29612 s, 25.3 MB/s
After patch:
$ dd if=/dev/sda of=/dev/null bs=2M count=64 iflag=direct
134217728 bytes (134 MB) copied, 3.94955 s, 34.0 MB/s
