bpf: runqslower: Prefer using local vmlimux to generate vmlinux.h

Update the Makefile to prefer using $(O)/vmlinux, $(KBUILD_OUTPUT)/vmlinux
(for selftests) or ../../../vmlinux. These two files should have latest
definitions for vmlinux.h.
