Matthew Johnson d47e05edac Release v3.12.6

This release fixes client re-exec capabilities over format bumps.
Instead of relying on a special post-update action from the server via
the Manifest.MoM (which was being done incorrectly server-side) the
client now does format bump detection by itself.

The swupd-client package provides a reference implementation of a software
update client which performs file level updates of an OS, preferentially
using binary deltas whenever possible for efficiency under an assumption
that the OS develops with a release process aimed at rapidly deploying
small incremental changes.
