Improve external dependency checking

Make the external depedency checking per command -- make sense as we
add more subcommands with different functionality. Before any command
is executed, PersistentPreRunE will go through the command hierarchy
collecting the external dependencies.

Add a new option 'mixer --check' that will print a summary of all
dependencies and whether they are found or not.
