Patrick McCarty 84b467a729 Add custom brp-python-bytecompile script
Introduced in Python 3.7, a .pyc "checked-hash" invalidation mode is
available that will operate better with SWUPD, since it is based on the
hash, instead of the timestamp, of the corresponding .py file.
