Brett T. Warden 14d4a45580 Improve detection of incorrect proxies

Use a specific website to test non-SSL connectivity, avoiding reliance
on URLs that may be redirected.
When testing for https->http correction on a proxy server, retry the
download.clearlinux.org URL with the correction candidate instead of
trying to probe the proxy server directly. This should alleviate the
significant time delay sometimes seen when attempting to connect
directly to the proxy server.
Try different notation for pass/fail/action messages to see whether
they're more clear.
