Exploiting knowledge of internal behavior of other macros can
be dangerous, especially since AC_CHECK_HEADERS_ONCE is designed
to be cheap on subsequent use.

gl_CHECK_NEXT_HEADER internals, but call AC_CHECK_HEADERS_ONCE
ourselves.
