Daiki Ueno 1f63650823 maint: fix operator precedence in mbrtowc test
This is a fix for test breakage introduced by commit 45228d96; the
equality expression must be parenthesized when negated with '!',
otherwise we always get:

  test-mbrtowc.c:49: assertion 'ret == (size_t)(-2)' failed

Pádraig Brady 45228d9689 maint: use a more standard return from mbrtowc test
* m4/mbrtowc.m4 (gl_MBRTOWC_EMPTY_INPUT): Don't return 1
from the test program as this is non standard and often
indicates an unhandled case in the test program.

Paul Eggert f406941a8a maint: add coding cookies to non-ASCII sources
Otherwise, Emacs might do the wrong thing if run in an
he_IL.ISO-8859-8 locale, which an Emacs developer does on occasion.
Problem reported by Eli Zaretskii in:
http://lists.gnu.org/archive/html/emacs-devel/2015-09/msg00966.html

Don't bother with test files, as they aren't copied to the Emacs
source directory.  If this problem affects test files in some other
GNU project, we can add coding cookies to the non-ASCII test files
later.

Paul Eggert 2a045bc38f mbrlen, mbrtowc: fix bug with empty input
* lib/mbrtowc.c (rpl_mbrtowc) [MBRTOWC_EMPTY_INPUT_BUG]: Fix the bug.
* m4/mbrlen.m4 (gl_MBRLEN_EMPTY_INPUT): New macro.  It's not used,
so this is mainly for documentation.
* m4/mbrtowc.m4 (gl_MBRTOWC_EMPTY_INPUT): New macro.
(gl_FUNC_MBRTOWC): Use it.
* tests/test-mbrtowc.c (main): Test for the bug.

Eric Blake e5c4538ab6 maint: remove useless REPLACE_*_H macros
There are still a few modules, like iconv_h.m4, that still
use older paradigms where GNULIB_POSIXCHECK is unsupported
and where gl_REPLACE_<HEADER>_H is still essential.  But since
we are moving away from that style, I see no reason to keep
the idiom for the modules that don't need it.

The files named by the following are exempted:

    git ls-files tests/unictype >> exempt

In the remaining files, convert to all-interval notation if
- there is already at least one year interval like 2000-2003
- the file is maintained by me
- the file is in lib/uni*/, where that style already prevails
Otherwise, use update-copyright's default.
