Bruno Haible 20c204fdd9 iconv: Avoid compilation error when bootstrapping GNU libiconv. 
* m4/iconv.m4 (AM_ICONV): When the system does not have an iconv()
declaration yet, define ICONV_CONST to empty.

Daiki Ueno facebc6bcf iconv: avoid false detection of non-working iconv 
The INBUF arguments of iconv can be either 'const char **'
or 'char **'.  If CC is g++, the difference causes a compile error
and thus leads to a false detection of non-working iconv.

(ICONV_CONST): New macro.

ICONV_CONST.
* m4/iconv.m4 (AM_ICONV): If the gnulib module 'iconv-h' is present,
set ICONV_CONST.
* m4/iconv_open.m4 (gl_FUNC_ICONV_OPEN_UTF): Don't set ICONV_CONST
here.
* modules/iconv (configure.ac): Invoke gl_ICONV_MODULE_INDICATOR.

The remainder were to add Copyright dates, increment serial numbers,
undo some changes in comments, exclude m4/intl.m4, and add quotes
around the "1" in ",1" where the unusual spacing prohibited the
