* m4/getaddrinfo.m4 (gl_GETADDRINFO): Fix typo in the generated
shell code: it contained a 'break' that was not in a loop.
Apparently the macro assumed that AC_CHECK_DECLS is implemenented
via a shell-language loop; this may have been true in old Autoconf
versions, but it's not true in Autoconf 2.68. I found this bug
when testing coreutils git on Solaris 8, whose shell complains
about the syntax error.

Several platforms declare gai_strerror to return char* rather than
const char*. Worse, on mingw, if UNICODE is defined, it is defined
to return WCHAR*, which means the result is in unicode but an
application expecting bytes for characters will only see a one-byte
answer.

and work around mingw with UNICODE defined.
(gl_PREREQ_GETADDRINFO): Drop redundant decl check.

* lib/netdb.in.h (gai_strerror): Declare replacement.

winsock2.h or ws2tcpip.h when sys/socket.h is present. Fixes
