Fix CVE-2021-21252: The jQuery Validation Plugin provides drop-in
validation for your existing forms. It is published as an npm package
"jquery-validation". jquery-validation before version 1.19.3 contains
one or more regular expressions that are vulnerable to ReDoS (Regular
Expression Denial of Service).

Instead of DL_DIR, the package should now use $(PKG)_DL_DIR to ease the
transition into a new directory structure for DL_DIR.

Add and use the "UNZIP" variable instead of calling directly unzip
because the variable contains the "-q" option to silence "unzip" so it
doesn't show the list of files extracted just like when tar files are
being unpacked.

install defaults to mode 0755, not 0644, so explicitly pass mode to
ensure .js files aren't made executable.
