Adam Duskett 255acdc143 package/qemu: needs gcc >= 8 
qemu now requires gcc >= 7.5, which was the last release in the 7.x
series. We do not have symbols for a gcc dot-version dependency, nor do
we want to add one.

So, add a dependency on gcc >= 8, for both the host and target variants.

In addition:
  - Add a missing comment in package/qemu/Config.in.host explaining the
    host gcc requirements if host gcc < 8.

Fabrice Fontaine e52e145d91 package/gstreamer1/gst1-python: needs gst1-plugins-base 
gst1-plugins-base is a mandatory dependency since at least version
1.9.90 and

qemu-user 5.0.0 for riscv32 segfaults when running the g-i qemu wrapper, so
disable gobject-introspection.  There are no autobuilder failures for next,
so it looks to be fixed in qemu 5.1.0.

As python-gobject and gst1-python select gobject-introspection, add a
BR2_PACKAGE_GOBJECT_INTROSPECTION_ARCH_SUPPORTS symbol they can depend on
rather than having to propagate the dependencies.

Adam Duskett ba0d78b907 package/gstreamer1/gst1-python: new package 
GStreamer Python binding overrides.

This package also includes a simple upstream patch that fixes building against
python-3.8.
