It's been ages (5 years at the next release) that we've not installed
host packages in $(HOST_DIR)/usr, but we still have a few packages that
reference it or install things in there.
Drop all of those in one fell swoop.
The run-time test still succeeds, and the following defconfig, which
should exercise all touched packages [*], does build:

This is to make sure that host packages that depend on `host-gawk` and that use
`awk` end up using `gawk`, instead of the `awk` symlink installed on the host
system.
On recent Debian-based distributions, `awk` is still symlinked to `mawk` [1].

Enable static build. gawk builds statically just fine. The shared
library check has been removed in 4.1.1.
Remove the symlink force hunk from the no-versioned patch. The only user
of LN is in the part that this patch disables.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for GPLv3/GPLv3+ is GPL-3.0/GPL-3.0+.
This change is done using following command.

When libsigsegv was compiled before, gawk will use it as optional
dependency:

The gawk debugger can optionally use readline for user input during
the debugging session (for the usual autocompletion and stuff).
Enable readline support when the readline package is enabled; let
./configure automatically find it. Forcibly disable readline support
when the readline package is disabled.

When available, mpfr provides support for BIGNUM, which allows gawk to
work on arbitrarily-large numbers (hence the name).
Forcibly disable mpfr if the mpfr package is not enabled. Let
./configure find it automatically when it is enabled.
To be noted, the host-gawk need not have BIGNUM to build the target
variant with support for BIGNUM.

gawk has an optional dependency on mpfr (and thus gmp) and readline,
and will probe for them. If they are present, they are used; if they
are missing, that's not an error. mpfr (and gmp) is used for "BIGNUM"
support on gawk; readline is used by the gawk debugger.
However, mpfr (bringing gmp) are also host-packages in Buildroot, but in
the standard build order (i.e. a plain 'make'), they are built after
gawk. Ditto readline (from ncurses).
If the user has the development files for gmp and mpfr, then gawk is
linked to them. Ditto readline.
Now, further on in the build, we build gmp and mpfr (for gcci or guile),
so we install them in the host dir. Ditto readline (for gdb, ncurses
itself and a few other packages...)
But because we forcibly set an RPATH tag on all our host binaries, our
host gawk will now dynamically link with our versions, when it was in
fact built against the host ones.
This did not seem to cause any harm so far, but is far from ideal.
Since we do not really need BIGNUM or the debugger in our host gawk, we
just forcibly disable them and configure gawk without readline or mpfr
(there's no switch for gmp, but it's not a direct dependency, it comes
just with mpfr).

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
AUTOTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.

For some unknown reason, gawk.mk was overriding CC to $(TARGET_CC) at
build time, while it had already been set at configure time to
"$(TARGET_CC) $(TARGET_CFLAGS)" which is already the good value.
Setting it to just $(TARGET_CC) breaks the compilation with external
toolchains because we must pass the --sysroot option. But anyway, this
was incorrect as we were loosing some CFLAGS set by Buildroot.

The cleanup of $(TARGET_DIR)/usr/share/man, $(TARGET_DIR)/usr/man,
$(TARGET_DIR)/usr/share/info, $(TARGET_DIR)/usr/info,
$(TARGET_DIR)/usr/share/doc and $(TARGET_DIR)/usr/doc is already done
globally in the main Makefile. Therefore, there's no need to handle
that on a per-package basis.

We have been passing -q to ./configure when using 'make -s' for
packages using Makefile.autotools.in for some time. Do the same
for packages using autotools, but not using the
Makefile.autotools.in infrastructure, taking care to not do it
for packages with hand written configure scripts.
