package/ell: needs MMU
Buildroot commit e834d23cd7 bumped ell to
version 0.79 that includes upstream commits in version 0.72 which make
use of fork():

- rebased (and renumbered) 001-ell-rtnl-fix-compile-with-older-toolchains.patch
- drop dynamic library dependency as no longer needed since
upstream commits [1] and [2]
- add two upstream patches to fix musl/uclibc compile

ell needs headers >= 4.12 since version 0.31 and

So add this dependency to ell and its reverse dependencies
