package/bitcoin: drop dependencies on Boost Libraries
...
The dependencies on Boost.System, Boost.Filesystem were removed in
v23.0 [0][1] and Boost.Thread in v21.99 [2].
This was never reflected in the Buildroot package so do it now.

The bitcoin Buildroot package has always disabled the wallet support.
This commit adds a config option to enable this support. This allows the
bitcoin-cli command to create wallets, generate addresses and send an
amount to a given address.

For all release notes since 0.21.2, see [1].
This commit also:
- removes the package patches, all included in this release,
- removes the patch entry in ".checkpackageignore",
- adds a comment about pgp signature check in the hash file,
- updates the license hash, due to year update,
- adds the requirement on gcc >= 9, see [2],
- removes the dependency on !BR2_TOOLCHAIN_HAS_GCC_BUG_64735 which
is no longer needed, due to the gcc version requirement.

Note: this CVE-2023-33297 is not explicitly mentioned in the Bitcoin
core release notes. It is not either appearing in CVE list at [4].
The change corresponding to this vulnerability is "#27610 Improve

Since https://git.buildroot.net/buildroot/commit/?id=5a8c50fe05afacc3cbe8e7347e238da9f242fab0
all packages are now built with NDEBUG, which broke Bitcoin builds.
Bitcoin is using assert(...) extensively with the assumption of it
never being a noop at runtime. So we cannot build with NDEBUG.

this package in "Miscellaneous applications"
- Do not select BR2_INSTALL_LIBSTDCPP, use depends on instead, and
add the corresponding comment.
- Do not select BR2_TOOLCHAIN_BUILDROOT_USE_SSP. Instead pass
--disable-hardening, and let Buildroot pass the appropriate CFLAGS
when hardening features are enabled system-wide.
- Add missing BR2_TOOLCHAIN_HAS_ATOMIC dependency
- Add quirky !(BR2_arm || BR2_armeb) || BR2_USE_MMU because the
Cortex-M toolchains don't provide 8-byte __atomic intrinsics, but
we don't have a good way to express that today
- Add missing BR2_TOOLCHAIN_HAS_GCC_BUG_64735 due to the use of
std::future
- Use only one BITCOIN_CONF_OPTS assignment to pass all options]
