This patch implements formatter specializations for standard container adaptors
(queue, priority_queue and stack) from P2286R8.
To be able to access the protected `c` member, the adaptors befriend
corresponding formatter specializations. Note that such specialization
may be disable if the container is formattable, in such case
specializations are unharmful.
As in the case of previous commits, the signatures of the user-facing parse
and format methods of the provided formatters deviate from the standard by
constraining types of parameters:
* _CharT is constrained __formatter::__char
* basic_format_parse_context<_CharT> for parse argument
* basic_format_context<_Out, _CharT> for format second argument
The standard specifies all above as unconstrained types. In particular
_CharT constrain, allow us to befriend all allowed specializations.
Furthermore the standard specifies these formatters as delegating to
formatter<ranges::ref_view<const? _Container>, charT>, which in turn
delegates to range_formatter. This patch avoids one level of indirection,
and dependency of ranges::ref_view. This is technically observable if
user specializes formatter<std::ref_view<PD>> where PD is program defined
container, but I do not think this is the case worth extra indirection.
This patch also moves the formattable and it's dependencies to the formatfwd.h,
so it can be used in adapters formatters, without including format header.
The definition of _Iter_for is changed from alias to denoting
back_insert_iterator<basic_string<_CharT>>, to struct with type nested typedef
that points to same type, that is forward declared.

We don't know what state an arbitrary sequence container will be in
after moving from it, so a moved-from std::priority_queue needs to clear
the moved-from container to ensure it doesn't contain elements that are
in an invalid order for the queue. An alternative would be to call
std::make_heap again to re-establish the rvalue queue's invariant, but
that could potentially cause an exception to be thrown. Just clearing it
so the sequence is empty seems safer and more likely to match user
expectations.

This change moves the definitions of feature test macros (or strictly
speaking, the requests for <bits/version.h> to define them) so that only
standard headers define them. For example, <bits/shared_ptr.h> will no
longer define macros related to std::shared_ptr, only <memory> and
<version> will define them. This means that __cpp_lib_shared_ptr_arrays
will not be defined by <future> or by other headers that include
<bits/shared_ptr.h>. It will only be defined when <memory> has been
included. This will discourage users from relying on transitive
includes.
As a result, internal headers that need to query the macros should use
the internal macros like __glibcxx_shared_ptr_arrays instead of
__cpp_lib_shared_ptr_arrays, as those internal macros are defined by the
internal headers after icluding <bits/version.h>. There are some
exceptions to this rule, because __cpp_lib_is_constant_evaluated is
defined by bits/c++config.h and so is available everywhere, and
__cpp_lib_three_way_comparison is defined by <compare> which several
headers are explicitly specified to include, so its macro is guaranteed
to be usable too.
N.B. not many internal headers actually need an explicit include of
<bits/version.h>, because most of them include <type_traits> and so get
all the __glibcxx_foo internal macros from there.

This implements the C++23 P1518R2 proposal "Stop overconstraining
allocators in container deduction guides" as a fix for C++17 and C++20
too.
The changes allow class template argument deduction to ignore the type
of a constructor argument that initializes an allocator_type parameter
if the type should be deducible only from the other arguments. So for
the constructor vector(const vector&, const allocator_type&) only the
first argument is used for deduction, allowing the second argument to be
anything that is implicitly convertible to argument_type. Previously
deduction would fail or an ill-formed type would be deduced if the
second argument wasn't of type allocator_type.
The unordered containers do not need changes, because their
allocator-extended constructors use the allocator_type alias, which
comes from the dependent base class so is already a non-deduced context.

Where I moved these nodiscard attributes to made them apply to the

Although there is no good use for stack<int, deque<double>> or similar
types with a mismatched value_type, it's possible somebody is doing that
and getting away with it currently. This patch only enforces the new
requirement for C++17 and later. During stage 1 we should consider
enforcing it for C++11 and C++14.
