Tomasz Kamiński f8681ec8d0 libstdc++: Move start_lifetime_as functions to bits/stl_construct.h [PR106658]
This allows inplace_vector to use these functions without including the entire
<memory> header.

Preprocessor checks are changed to use __glibcxx macros, so new functions are
available outside memory header, that exports __cpp_lib macros.

	PR libstdc++/106658

libstdc++-v3/ChangeLog:

	* include/bits/stl_construct.h (std::start_lifetime_as_array)
	(std::start_lifetime_as): Moved from std/memory, with update
	to guard macros.
	* include/std/memory (std::start_lifetime_as_array)
	(std::start_lifetime_as): Moved to bits/stl_construct.h.

Jonathan Wakely 1e8077634f libstdc++: Replace some uses of std::__addressof with std::addressof
Since r16-154-gc91eb5a5c13f14 std::addressof is no less efficient than
std::__addressof, so change some uses of the latter to the former. We
can't change them all, because some uses need to compile as C++98 which
only has std::__addressof.

Similarly, since r16-848-gb2aeeb2803f97b std::is_constant_evaluated is
no less efficient than std::__is_constant_evaluated.

libstdc++-v3/ChangeLog:

	* include/bits/stl_construct.h: Replace std::__addressof with
	std::addressof in code that doesn't need to compile as C++98.
	Replace std::__is_constant_evaluated with
	std::is_constant_evaluated in code that doesn't need to compile

	* include/bits/stl_uninitialized.h: Likewise for __addressof.

Jonathan Wakely 01789efaea libstdc++: Improve diagnostics for ill-formed std::_Destroy and std::_Destroy_n [PR120390]
By using std::is_trivially_destructible instead of the old
__has_trivial_destructor built-in we no longer need the static_assert to
deal with types with deleted destructors. All non-destructible types,
including those with deleted destructors, will now give user-friendly
diagnostics that clearly explain the problem.

Also combine the _Destroy_aux and _Destroy_n_aux class templates used
for C++98 into one, so that we perform fewer expensive class template
instantiations.

Giuseppe D'Angelo 3052b33645 libstdc++: implement constexpr memory algorithms
This commit adds support for C++26's constexpr specialized memory
algorithms, introduced by P2283R2, P3508R0, P3369R0.

The uninitialized_default, value, copy, move and fill algorithms are
affected, in all of their variants (iterator-based, range-based and _n
versions.)

The changes are mostly mechanical -- add `constexpr` to a number of
signatures when compiling in C++26 and above modes. The internal helper
guard class for range algorithms instead can be marked unconditionally.

uninitialized_default_construct is implemented in terms of the
_Construct_novalue helper, which requires support for C++26's constexpr
placement new from the compiler (P2747R2, which GCC implements). We can
simply mark it as constexpr in C++26 language modes, even if the
compiler does not support P2747R2 (e.g. Clang 17/18), because C++23's
P2448R2 makes it OK to mark functions as constexpr even if they never
qualify, and other compilers implement this.

The only "real" change to the implementation of the algorithms is that
during constant evaluation I need to dispatch to a constexpr-friendly
version of them.

For each algorithm family I've added only one test to cover it and its
variants; the idea is to avoid too much repetition and simplify future
maintenance.

libstdc++-v3/ChangeLog:

	* include/bits/ranges_uninitialized.h: Mark the specialized
	memory algorithms as constexpr in C++26. Also mark the members
	of the _DestroyGuard helper class.
	* include/bits/stl_uninitialized.h: Ditto.
	* include/bits/stl_construct.h: (_Construct_novalue) Mark it

Jonathan Wakely 8539c5610a libstdc++: Use feature test macros in <bits/stl_construct.h>
The preprocessor checks for __cplusplus in <bits/stl_construct.h> should
use the appropriate feature test macros instead of __cplusplus, namely
__glibcxx_raw_memory_algorithms and __cpp_constexpr_dynamic_alloc.

For the latter, we want to check the compiler macro not the library's

Jonathan Wakely fc6f1128ae libstdc++: Ignore cv-quals when std::allocator<void> constructs
When I added the std::allocator_traits<std::allocator<void>>
specialization it broke code like this:

  std::allocate_shared<const int>(std::allocator<void>());

The problem is that allocator_traits<allocator<void>>::construct(a, p)
now uses std::_Construct(p), which only does a static_cast<void*>(p) and
so fails if the pointer has cv-quals.

This changes std::_Construct (and the related std::_Construct_novalue)
to use a C-style cast to (void*) which matches the effects of the
"voidify" helper in the C++20 standard.

Jonathan Wakely 74d14778e7 libstdc++: Define std::__is_constant_evaluated() for internal use
This adds std::__is_constant_evaluated() as a C++11 wrapper for
__builtin_is_constant_evaluated, but just returning false if the
built-in isn't supported by the compiler. This allows us to use it
throughout the library without checking __has_builtin every time.

Some uses in std::vector and std::string can only be constexpr when the
std::is_constant_evaluated() function actually works, so we might as
well guard them with a relevant macro and call that function directly,
rather than the built-in or std::__is_constant_evaluated().

The remaining checks of the __cpp_lib_is_constant_evaluated macro could
now be replaced by checking __cplusplus >= 202002 instead, but there's
no practical difference. We still need some kind of preprocessor check
there anyway.

Jonathan Wakely 162c40a4c1 libstdc++: Fix regression in std::_Construct (PR 94831)
By trying to reuse the existing std::_Construct function as a wrapper
for std::construct_at I introduced regressions, because changing
std::_Construct to return non-void made it ill-formed for array types.

The solution is to revert _Construct to its former state, and change
