OpenJDK RISC-V Porting 0aa1a9b55e hotspot/riscv64: Guard known C2 unstable methods

Add narrowly-scoped riscv64 CompilerOracle exclusions for methods that still expose backend correctness issues during the validation suite. Keep these guards isolated so they can be removed one by one as the remaining C2 technical debt is fixed.
