Using the "bundle-list --has-dep BUNDLE" command shows a list of bundles
that have BUNDLE as a dependency. However this list is not considering
the bundles that have BUNDLE as an optional dependency.
This commit completes the list by including these bundles.

Insteaf of validating the tracking directory exists and is not empty
every time we want to track a bundle, we can validate it during swupd
initialization.

When using bunle-remove --recursive, if the tracking directory is empty
or non existent, all installed bundles should be considered as tracked.

the appropriate bundle_remove.c file.

When os-install is used to install an OS and the --bundles option is used
to specify some bundles that should be installed in the system along
with the OS, the bundles specified should be tracked.

Move bundle_list specific functions from bundle.c to bundle_list.c.
Keep in bundle.c only generic bundle functions and create a bundle header
file to export them.
Bundle-remove is still left to avoid rebase conflicts.
