Update github actions to v2 to handle re-runs.
Also, introduce a timeout of 30 mins for each job.

Reagan Lopez 710c4486a4 Remove the mixin feature 
Now mixer has the ability to support 3rd party content, which makes the
need for mixin obsolete.
