Murilo Belluzzo 2f7868c193 Migrate to Github Action ...

Keeping consistence with the different stages required by our CI:
- Environment introspection
  - For information purposes only
  - Won't matter much that isn't the same runner used by following
  stages, it is just an estimate to help troubleshooting
- Static Analysis
- Build
  - Downstream - First Build
  - Downstream - Second Build

This will allows to easily read the results and keep increasing the CI
capabilities.
