Ikey Doherty c6044ac081 Add libnica as a git submodule 
This will relieve much of the maintainence burden by allowing libnica to
remain in a single location, and not having to keep our fork within the
project.

As and when fixes are issued for libnica, clr-boot-manager can immediately
benefit from them.
