honghua 0d9c80f5ed refactor: convert security tests to beakerlib per-case subdirectory structure

- 8 nmap tests to test_nmap_*/ subdirectories with beakerlib lifecycle

- 98 CVE tests to test_cve-*/ subdirectories, each calling runltp

- 2 lib.sh with flag-file + reference counting (nmap + LTP)

- Remove old setup.sh/teardown.sh/run_all.sh

- Update nmap/cve/security main.fmf to beakerlib format
