David Benjamin bab2f96e26 Revert go:build ignore lines
This convention seems to break with some other tooling we have. Until we
figure out how to resolve that, remove the lines.

This partially reverts 54b04fdc21 but
keeps the fixes to the license header comments.

David Benjamin 54b04fdc21 Mark standalone Go scripts with go:build ignore
gopls currently litters our project with a sea of red, because it
assumes Go files are part of a package, but we have a lot of standalone
Go scripts. (If there are C files in the same directory as the script,
it gets upset about cgo. If there are multiple standalone scripts in the
same directory, it gets uspet about duplicate files.)

Per https://github.com/golang/go/issues/49657 and
https://github.com/golang/tools/blob/master/gopls/doc/settings.md#standalonetags-string,
the convention seems to be a go:build ignore tag. Newer versions of
gopls run in a "standalone" mode, so we still get all the nice LSP
features.

As part of this, I had to align the license header comments from /*
block comments */ to // line comments. Go build constraints can only be
preceded by blank lines and line comments. Block comments apparently
aren't allowed. (See https://pkg.go.dev/cmd/go#hdr-Build_constraints.)
If I leave the file unconverted, go fmt will immediately move the
comment to above the license block.

David Benjamin c9d3265a92 Generalize make_errors.go to allow EVP covering multiple directories.
In doing so, this switches make_errors.go to take library names as
parameters rather than detecting it from the CWD. (I considered
detecting it, but then we'd need to map evp -> crypto/whatever and
crypto/whatever -> evp in both directions.)

Since crypto/hpke currently sits in the EVP namespace, I've gone ahead
and added that, so it should be easier to define new errors in
crypto/hpke. I've not added crypto/cipher, etc., yet. Moving those will
be a breaking change (consumers that put ERR_LIB_CIPHER and ERR_LIB_EVP
in a switch/case need patches).

David Benjamin dca1afb326 Fix up make_errors.go.
We broke C++ file scanning. It also was silently failing on Windows
because os.Rename's error was ignored. Also make it work on Windows; we
just need to close the files early.

David Benjamin 34248d4cb7 Get rid of err function codes.
Running make_errors.go every time a function is renamed is incredibly
tedious. Plus we keep getting them wrong.

Instead, sample __func__ (__FUNCTION__ in MSVC) in the OPENSSL_PUT_ERROR macro
and store it alongside file and line number. This doesn't change the format of
ERR_print_errors, however ERR_error_string_n now uses the placeholder
"OPENSSL_internal" rather than an actual function name since that only takes
the uint32_t packed error code as input.

This updates err scripts to not emit the function string table. The
OPENSSL_PUT_ERROR invocations, for now, still include the extra
parameter. That will be removed in a follow-up.

David Benjamin d27eda00a4 Generate error data at build time.
This avoids cluttering up the diff and making merge conflicts a pain. It does,
however, mean we need to generate err_data.c ahead of time in Chromium and
likely other downstream builds. It also adds a build dependency on Go.

David Benjamin 96396b3aaa Fix cross-module errors.
Some files in crypto/x509 were moved from crypto/asn1, so they emit errors from
another module. Fix make_errors.go to account for this: cross module errors
must use the foreign module as the first argument to OPENSSL_PUT_ERROR. Both
the function code and the error code should be declared in the foreign module.

Update make_errors.go to ignore cross-module error lines when deciding which
function tokens to emit.

Adam Langley 29b186736c Precompute sorted array for error strings.
Previously, error strings were kept in arrays for each subdirectory and
err.c would iterate over them all and insert them at init time to a hash
table.

This means that, even if you have a shared library and lots of processes
using that, each process has ~30KB of private memory from building that
hash table.

This this change, all the error strings are built into a sorted list and
are thus static data. This means that processes can share the error
information and it actually saves binary space because of all the
pointer overhead in the old scheme. Also it saves the time taken
building the hash table at startup.

This removes support for externally-supplied error string data.

Previously, public headers lived next to the respective code and there
were symlinks from include/openssl to them.

This doesn't work on Windows.

This change moves the headers to live in include/openssl. In cases where
some symlinks pointed to the same header, I've added a file that just
includes the intended target. These cases are all for backwards-compat.
