block: remove QUEUE_FLAG_SCSI_PASSTHROUGH

Browse Source 
Export scsi_device_from_queue for use with pktcdvd and use that instead
of the otherwise unused QUEUE_FLAG_SCSI_PASSTHROUGH queue flag.
