This patch move the atstk100x linker script to $(CPUDIR) and delete other
pure copies of this file in each board directory.

This patch removes PLATFORM_RELFLAGS from board specific config.mk files and
define them in arch specific config.mk file.

to linking error as seen above.

Also move lib_$ARCH/config.mk to arch/$ARCH/config.mk
This change is intended to clean up the top-level directory structure
and more closely mimic Linux's directory organization.
