The syntax
CROSS_COMIPLE ?= <cross_compiler_prefix>
does not work because config.mk is parsed after
exporting CROSS_COMPILE.
Like Linux Kernel's arch/$(ARCH)/Makefile,
we must write as follows:
ifeq ($(CROSS_COMPILE),)
CROSS_COMPILE := <cross_compiler_prefix>
endif

AVR32's LD script uses a standard location that is now automatically detected by
the main Makefile, so its definition in AVR32's config.mk is now obsolete and
redundant.

This patch move the atstk100x linker script to $(CPUDIR) and delete other
pure copies of this file in each board directory.

This patch removes PLATFORM_RELFLAGS from board specific config.mk files and
define them in arch specific config.mk file.

Also move lib_$ARCH/config.mk to arch/$ARCH/config.mk
This change is intended to clean up the top-level directory structure
and more closely mimic Linux's directory organization.
