a2ac2b964b Convert CONFIG_SKIP_LOWLEVEL_INIT et al to Kconfig 
This converts the following to Kconfig:
   CONFIG_SKIP_LOWLEVEL_INIT
   CONFIG_SKIP_LOWLEVEL_INIT_ONLY

In order to do this, we need to introduce SPL and TPL variants of these
options so that we can clearly disable these options only in SPL in some
cases, and both instances in other cases.

645b7ec52c bcm968360bg: add initial support 
This add the initial support of the broadcom reference
board bcm968360bg with a bcm68360 SoC.

This board has 512 MB of RAM, 256 MB of flash (nand),
2 USB port, 1 UART, and 4 ethernet ports.
